Choosing 10ft, 20ft and 40ft containers

A 10ft container can suit small resilience stores, compact depots, village flood stores, community response equipment, PPE points, radio stores, or tools where space is limited. It is easier to place in tight yards, but capacity is limited once shelving and access routes are included.

A 20ft container is often the most flexible emergency response size. It can hold flood equipment, generators, pumps, welfare supplies, signs, barriers, rations, bedding, radios, tools, and medical support supplies where storage conditions are suitable. High cube containers provide extra height. They can help with racking, bulky equipment, mobile office layouts, ventilation ducts, and tall stock, but overhead cables, trees, bridges, lights, and damaged structures must be checked before delivery.

Container condition and specification

A one-trip container can suit long-term emergency stores, visible public sites, clean stock, medical support supplies, command-centre conversions, or equipment that needs a cleaner shell. One-trip containers usually have cleaner floors, newer seals, easier doors, better paintwork, and fewer dents than older used units.

A used wind and watertight container can suit general tools, flood stores, barriers, pumps, signage, and short-term incident equipment where appearance is less important. Wind and watertight means the unit is intended to keep out wind and rain for storage use. It does not mean there is no risk of condensation or that every medical, electrical, food, or controlled item is suitable for storage inside.

Common emergency response uses

Containers can support many response and recovery functions. The right layout depends on whether the unit is a store, office, welfare base, distribution point, or equipment hub.

  • Flood response stores: sandbags, flood barriers, pumps, hoses, absorbents, signs, lighting, generators, and waders.

Emergency stock can include items that need specific storage controls. Medical supplies, food, water, batteries, fuels, chemicals, cleaning products, oxygen equipment, medicines, and temperature-sensitive goods should not be treated as general storage.

Check supplier instructions, safety data sheets, expiry dates, temperature limits, humidity limits, separation rules, fire risk, security, inspection routines, and insurer requirements before storing sensitive supplies. A container may need ventilation, lining, insulation, shelving, pest control, spill control, power, monitoring, or temperature control.

A refrigerated container, often called a reefer, can support temperature-controlled stock, with planned power, airflow, monitoring, setpoint control, and maintenance. Condensation, ventilation and climate control

Emergency supplies can be damaged by damp if moisture is not managed. Blankets, bedding, paper records, cardboard packaging, electronics, radios, batteries, medical support stock, tools, and spare clothing can all be affected.

Container rain is condensation that forms on cold steel and can drip onto contents. Risk increases when damp equipment is loaded, vents are blocked, a wet kit is stored after an incident, or the container is opened frequently during changing weather.

Security and access control

Emergency equipment can be high-value and mission-critical. Theft, vandalism, missing keys, or uncontrolled access can affect the response when supplies are needed quickly.

Useful measures include lockboxes, high-security padlocks, internal locks, alarms, CCTV, lighting, fencing, controlled key access, access logs, asset records, and placement within a managed depot or compound. A lockbox helps shield the padlock from direct attack.

Access control should balance security with response speed. Organisations should decide who holds keys, who can authorise opening, how stock is recorded, how items are replenished, and how out-of-hours access works. Insurance terms may require specific locks, alarms, or stock records.

Modified command centres and welfare units

Containers can be converted into temporary offices, command support units, communications rooms, welfare spaces, first-aid support points, or staff rest areas. These uses require more planning than basic storage.

Possible features include personnel doors, windows, insulation, lining, heating, lighting, sockets, ventilation, desks, shelving, benches, ramps, steps, shutters, and secure document storage. Occupied units should be planned with safe access, ventilation, fire safety, power, lighting, heating, emergency exit arrangements, and maintenance in mind.

Electrical work should be designed, installed, inspected, and certified by a competent electrician. Fire safety, welfare, public access, accessibility, medical support, communications systems, and emergency planning should be checked with the relevant authority, duty holder, insurer, or competent professional.

Rapid deployment and pre-positioned stores

Containers work best in emergencies when the deployment plan is prepared in advance. A pre-positioned store can shorten response time by keeping supplies near known risk areas, such as flood zones, coastal sites, utility depots, road compounds, or local authority yards.

Rapid deployment should include a clear site contact, access route, delivery window, prepared base, lifting method, keys, security plan, stock list, and collection plan. During an incident, roads may be closed, bridges may be restricted, ground may be saturated, and public access may need to be controlled.

Plan for replenishment as well as the first delivery. Emergency stores should be checked after each use so that damaged, expired, wet, or missing items are replaced before the next incident.

Public safety, permissions and incident controls

Emergency containers may be placed on council land, roads, car parks, depots, schools, sports grounds, flood plains, temporary compounds, industrial sites, or private land. Permission should be confirmed before placement, where time allows, especially for pre-planned stores.

Containers should not block emergency access, evacuation routes, pedestrian routes, fire points, medical routes, utility access, flood defence access, public rights of way, traffic control areas, or rescue vehicle movements. Public-facing units may need barriers, lighting, signage, stewarding, and traffic management.

Delivery access and HIAB placement

Emergency and disaster-affected sites can be difficult to reach. Flooding, mud, debris, closed roads, damaged surfaces, fallen trees, parked vehicles, damaged utilities, and public access can all affect delivery.

A HIAB is a lorry-mounted crane used to lift and place a container from the delivery vehicle. It needs space for the lorry, stabiliser legs, crane movement, and a safe working area. Some deployments may need a mobile crane, forklift, telehandler, ground protection, traffic management, escort, or a different delivery method.

  • Check access from the public road to the placement area.
  • Measure gates, road width, turning space, headroom, slopes, and bridge restrictions.
  • Identify overhead power lines, phone lines, trees, streetlights, bridges, signs, and damaged structures.
  • Check soft ground, mud, floodwater, drains, service covers, cellars, buried utilities, and weak surfaces.
  • Keep responders, contractors, volunteers, vehicles, and the public away from the lifting area.
  • Preserve future access for collection or relocation after the incident changes.

Ground preparation and raised placement

An emergency response container should sit on firm, level, drained support. Poor support can twist the frame, make doors difficult to open, affect shelving, and create access hazards. Loaded containers can be much heavier than empty units, so the base must be suited to the intended contents.

Suitable support may include concrete, tarmac, compacted stone, concrete pads, sleepers, engineered temporary works, or prepared hardstanding. In flood-prone areas, raised supports may help keep the base clear of standing water, but stability, access, and loading must still be checked.

Place the unit where water drains away from the doors, and responders can access it safely in poor weather. Consider lighting, paths, vehicle routes, manual handling, door swing, public separation, security coverage, and future relocation.

Export, relief logistics and freight responsibilities

Disaster relief projects may involve supplies moving between the UK and overseas locations. Storage suitability and transport suitability are separate issues, especially if the container itself will move loaded as freight.

Maintenance, stock checks and aftercare

Emergency containers should be inspected regularly, especially if they are pre-positioned and rarely opened. Check locks, hinges, seals, vents, roof debris, corrosion, paint damage, floor condition, supports, shelving, lighting, pests, moisture, expiry dates, and signs of attempted entry.
